Training Tool Improves Information Sharing Between CSEPP and its Response Partners

In 2006, the Oak Ridge Institute for Science and Education (ORISE) customized the structure of the U.S. Department of Energy’s (DOE) Office of Emergency Response Asset Readiness Management System (ARMS) databases to create a framework for Chemical Stockpile Emergency Preparedness Program (CSEPP) sites to track compliance with the National Incident Management System (NIMS) and resolution of corrective actions.

ORISE enhanced the functionality and navigation to provide CSEPP with an Exercise and Training Analysis Tool (CETAT). The CETAT database enables CSEPP sites to identify and track functional issues and assess NIMS compliance. CETAT has also improved training and exercise effectiveness of its seven sites, allowing critical information to be shared with its respective community response partners.

CETAT analysis capabilities enable users to:

  • Track CSEPP findings and observations by emergency response outcome
  • Disaggregate after-action report data to allow further examination of a problem or issue
  • Reveal additional aspects to issues commonly assumed to be single-focused
  • Identify NIMS-related issues, such as incident command and information sharing
  • Examine trends relating to functional procedures, such as decontamination
  • Identify recommended training solutions by site and across the CSEPP community

CETAT outcomes include:

  • Identifying ways to modify training to better meet exercise and response needs
  • Sharing information with response partners to enhance their respective training programs and, in turn, improve the effectiveness of the response partnership
  • Providing background information for controller assignments
  • Identifying and prioritizing training issues by individual sites and across the CSEPP community
  • Identifying components to add to procedure and position checklists for job aids
  • Enabling integrated planning teams to use each site’s historical exercise record in planning future exercises
  • Enabling staff to better manage past and future exercise data
