Health Education Specialist Project Manager 1

PURPOSE: To design, plan, implement, and evaluate health education and health communication projects for federal agencies. To serve as lead staff and/or provide support to project teams in conducting qualitative and quantitative research activities, developing communication and dissemination plans, and conducting evaluations.




  • Design, plan, implement and evaluate health education and health communication projects for federal agencies, including development of training and educational materials, campaigns, and interventions.


  • Design and develop effective research and evaluation plans and tools. Develop research protocols, screener, IRB and OMB applications, Conduct communication research through focus groups, IDIs, surveys, etc.


  • Plan and implement effective strategies, interventions and programs. Evaluate the effectiveness of activities and programs. Analyze data and write research and evaluation reports.


  • Develop effective communication strategies and plans. Develop and test messages and materials. Plan promotion, distribution and evaluation steps. Design and conduct outcome evaluations.


  • Serve as project lead for health education/health communication research, technical assistance, marketing and evaluation projects.


  • Provide assistance with HCTT strategic planning activities.



Master's or other graduate degree in Public Health or related field and four years up to six years job related experience required. Knowledge of public health principles and practices, including research methodology. Desired work experience: areas of immunization, health literacy, health disparities, or international health; work for local, state or federal public health agency; experience as a focus group moderator. Certified Health Education Specialist designation and skills with Microsoft Project or Primavera, SPSS, NVivo, and SAS desired. Ability to interpret social science and epidemiological literature and data. Must have excellent writing skills and demonstrated ability to analyze and produce results of needs assessments, develop educational or training materials, and evaluative reports. Must possess excellent oral communication skills, including presentation, social media, and small- and large-group facilitation skills. Knowledge of structure of public health agencies, resources and activities. Requires strong analytical and problem-solving skills. Excellent customer relations/customer service skills. Experience in developing health education materials and products and in conducting formative research, promotion, and evaluation activities. Demonstrated project management expertise relative to scheduling, budgeting, meeting timelines, coordinating staff, and achieving high-quality results for technical projects for health agencies.
