Programmer Analyst 3

PURPOSE: Design and develop complex database applications for administrative and research projects. Perform full system requirements gathering & analysis. May provide guidance for team members working on specific applications projects.



  • Perform application programming; develop, perform unit tests, and maintain application software & databases. May guide and advise other analysts in completion of application projects.


  • Complete all required documentation for each software application.


  • Maintain existing software applications; makes modifications as requested by ITS lead/manager.


  • Gather and document full system requirements for existing and/or future business needs as requested by lead/manager.


  • Perform full analysis for existing and/or future business needs as requested by lead/manager


  • Other duties as assigned: serve in other capacities such as organizational-wide teams, internal ITS process improvement initiatives, and miscellaneous works assignments.



Bachelor's degree in Computer Science or related field and a minimum of five years of job related experience is required; equivalent combination of directly related experience may substitute for the educational requirement. Must have 5 or more years’ experience developing web-based database applications. Must have 2 years of solid development experience using Microsoft .NET technology and 2 years’ experience developing SQL Server databases. Microsoft Certified Professional Developer (MCPD) is a plus. Must completely understand concepts of Software Development Life Cycle and have experience with cyber security principles surrounding internet application development. Must have well-developed interpersonal, communication, and presentation skills; and good project management, decision making, and problem resolution skills.
